Which controls to use?

I looked all over the website and tried searching the board but couldn’t find anywhere a recommendation for which types of controls to use. Bootstrap 3, Bootstrap 4, jQuery Mobile, jqWidgets? What are the things to consider when deciding which set to use in a project. I’m assuming that mixing and matching is not a good idea.
